When the group filter setting is set to 'Any organization's members' and viewable by 'Only group members', ArcGIS Online administrators are unable to load the Members tab of the group.

Workaround
- Change the group settings to a different option other than 'Only group members' in the 'Who can view this group?' section.
- Add the administrator to the group and the Members tab loads normally.
