Additional Information
This is a known limitation with the Featured Maps and Apps group that is owned by the initial portal administrator. As a default group included with the Portal for ArcGIS installation, this group is uniquely handled in some areas - this includes the workflow noted in this defect. That said, there is a very simple workaround to fix this issue (see below).
After changing the owner of the Featured Maps and Apps group, as an administrator, navigate to the Organization > Settings > Groups > Feature Groups page. Deselect "Featured Maps and Apps" from the Feature Groups and click Save. Navigate back to Organization > Settings > Groups > Feature Groups page, reselect the "Featured Maps and Apps" group and click Save. The Featured Groups link works correctly.
Workaround
Create a group with a desired user and set it as the group that showcases the Portal for ArcGIS items.
