When the Explore tool is set to Selectable Layers, it only works for the layers not in a group.

This issue is addressed in ArcGIS Pro 3.5.Workaround
- In the Explore tool, select 'Selected in Contents'.
- Select the layer you would like to make the only selectable layer in the Contents pane.
