When the 'Editors can't see any features, even those they add' option is enabled on a feature layer in the Citizen Problem Reporter web app, the app fails to load when users are logged in as guests.

Additional Information

Unable to reproduce the issue. If the goal is a submission-only app, check out GeoForm or Survey123 as a solution. Citizen Problem Reporter is designed as a collaborative app where users can view, comment, and vote on each other's reports.

Workaround

Change the 'What features can editors see?' setting to other option besides the 'Editors can't see any features, even those they add' option.
