When the default cluster is not being utilized by an ArcGIS Server 10.4.1 site and the site is upgraded to ArcGIS Server 10.5.1 and later version, some of the system tools reference the default cluster and fail to start upon completion of the upgrade.

Additional Information

Sites with multiple clusters have been deprecated. The use of multi-cluster sites for new deployments is strongly discouraged and existing deployments are advised to migrate away from the use of multi-cluster sites as part of ongoing maintenance and upgrades. As documented in the ArcGIS Server help page: http://enterprise.arcgis.com/en/server/latest/administer/windows/about-gis-server-clusters.htm

Workaround

Manually edit the cluster parameter via the service JSON at the Administrator endpoint.
