When the data is loaded into a raster catalog, via ArcCatalog, having geographic spatial reference, it doesn’t get projected on the fly.

Use "Workspace to Raster Catalog" Tool which allows you to import all raster files in a specified workspace /directory,into a Raster Catalog, and allows you to select "Project on-the-fly" which then projects all the data to the coordinate system of the Raster Catalog.Steps to Reproduce
