When the Character Marker Symbols font is set to any rectangular shape symbol (ex: ESRIMILMOD01, Unicode is set to 49 and angle to 90), the symbology no longer sets at the end of the line feature when the data frame is rotated by 45 degrees.

Additional Information

Character marker symbols do not rotate based on the XY center of the point. There is a Knowledge Base technical article which explains how they are rotated differently than other marker types. Use a Simple Marker symbol for the rectangle.

Workaround

Add another background symbol layer that is square (with no color) and ensure the symbol encapsulates the entire extent of the original symbol.
