When the 'Allow others to export to different formats' option is enabled in the item settings, the generated Excel files from ArcGIS Online are not compliant with Microsoft Excel's maximum limit and cannot be opened in Excel.

The development team determined this issue is related to a known limitation of the software and lies outside Esri's control.Workaround
Reduce the number of hosted tables input to ArcGIS Online to fewer than 1,048,576 rows by 16,384 columns. For more information, refer to https://support.microsoft.com/en-us/office/excel-specifications-and-limits-1672b34d-7043-467e-8e27-269d656771c3.
