When Symbology type is Categories > Unique values, many fields, new features are not given the corresponding field values of their category type when the data source is a shapefile.

Workaround

When digitizing new features into a layer that has a shapefile as its source, the attribute values that are not automatically updated must be manually added. Alternatively, convert the shapefile to geodatabase format.
