When symbolizing a raster with stretch symbology, minimum/maximum values cannot be manually adjusted without clicking the histogram button and moving the breakpoint line along the x-axis; stretch type is set to Minimum Maximum, Percent Clip, or Standard Deviation.

Workaround

Change to Min-Max stretch and click the Edit Values check box.
