When "snap to guides" is enabled in layout view all other snapping options no longer function.

Fixed in 10.1 SP1Workaround
If snapping to other elements such as grids and margins is prefered, turn guide snapping off. Click Customize menu > ArcMap Options > Layout view tab > in the Snap elements to: box uncheck guides box > apply > ok.Steps to Reproduce
