Additional Information
'Copying' a layer like does not create a new, self-contained duplicate of the original; it simply allows multiple items to have different metadata while still linking back to the same data. The use of the same data imposes the same access privileges and because we do not track relationships between copies, there is no way for us to inform users of restrictions imposed by 'original' layer until an attempt to access the layer is made
If the goal is to create an entirely separate layer based off the original data, creating a Feature Layer view is the proper workflow
Workaround
The administrator or the owner of the original layer can utilize feature layer views instead of copies to make visualization changes.
