When setting up a definition query in the definition query builder, ArcGIS Pro does not display non-compliant values present in a field containing a domain set. ArcMap lists these non-compliant values as 'xxx', containing their code.

Workaround

Manually write the SQL expression in the definition query expression box to filter out non-compliant values. However, the problem with this is that it relies on the assumption that all non-compliant values are known to the user beforehand. This assumption can be problematic when working with large datasets.
