When setting a time zone on a map service in ArcGIS Server, any newly drawn feature in Portal for ArcGIS Map Viewer with a non-edited date field (a blank date field) is auto-populated with the date 12/29/1899.

Additional Information

This issue is not reproducible in ArcGIS Enterprise 10.6.1 and later. In ArcGIS Enterprise 10.5, this issue will not be fixed as the version is no longer supported.
