When setting a scratch workspace within a custom geoprocessing tool, the scratch workspace environment that is set does not get upheld when run in ArcGIS Server.

Additional Information
The user cannot set the scratchGDB and scratchFolder for geoprocessing services. The path will be defined by the system, and it will depend on the server directory setup and if it's a sync or async geoprocessing service.Steps to Reproduce
