Additional Information

This behavior is by design. Unlike line/polygon features, point locations only have a single XY(Z) so they do not have an "extent" that can be used to 'fill' the view. We can only center the view, and adjust the current scale. The problem is we cannot know what a 'good' scale is based on a single point. For example, the expected scale for a Cities layer (world extent) will be very different to the expected scale for a Fire Hydrants layer (in a small town), or an Extinguisher layer (inside a single building). Rather than attempting a guess (that is unlikely to be correct), we zoom the view in slightly from its current state as we center the point in the view. If you zoom into the map (manually) to a "good scale for the layer" *before* zooming to a single point feature, you'll get a better experience. You can also use Pan-To (instead of Zoom-To) for individual points. Note: Other users have raised this point before, so you're not alone. We'll take this bug report as a catalyst to investigate some other ideas for improving the general UX (and reducing confusion) of zooming-to-single-point.
