Bug
When searching for portal users through the Members tab in Portal for ArcGIS, using a wildcard operator such as '*' returns all users and an error message.

The ability to search based on the username, first name, and last name drop-down on the Members tab was removed from ArcGIS Enterprise 10.8.1. Searching with wildcard operators such as '*' no longer results in the error message but continues to return all users.Steps to Reproduce
