When running the Summarize Nearby geoprocessing tool in ArcGIS Pro with the Distance Measurement parameter set to Driving time, the tool fails and returns the error message "Error 100025: Summarize Nearby failed if the Input Features and Input Summary Features are stored as shapefiles."
