Bug
When running the Manage Map Server Cache Tiles tool using the RECREATE_EMPTY_TILES update mode with an area of interest on a cached image service published to ArcGIS for Server, the existing tiles are deleted, but no new tiles are generated.

This issue is not reproducible.Workaround
When managing a pre-existing cache:1. Run the Manage Map Server Cache Tiles tool with the DELETE_TILES mode for the area of interest.2. Rerun the Manage Map Server Cache Tiles tool with the RECREATE_EMPTY_TILES mode for the area of interest.Steps to Reproduce
