When running the Dissolve tool without specifying a dissolve field and clearing multipart features, the output dissolve contains more records than the input using Versions 9.3.1 and 10.0 Service Pack 3, but less records in 10.1.

Additional Information
The amount of change to the dissolve algorithm and related library is significant. We don't plan to backport it to 10.0 sp at this time.Steps to Reproduce
