Bug
When running ArcGIS Enterprise Cloud Builder 10.6.1 for Microsoft Azure, if users designate the "SITE ADMINISTRATOR" username to be "arcgis", following the successful deployment, Portal for ArcGIS does not function properly.

Workaround
Users can run the "CreateAdminAccount' tool in Portals tool's folder in the install directory. When a new admin account is added,they can login successfuly.
Use a siteadmin username other than 'arcgis' when building the Azure template for deployment.
