Additional Information

The issue is due to not having permissions to run the app, but the error message bubbling up ends up licensing. The SchematicDatasetEditor is a stand-alone executable that runs in its own process once launched from ArcCatalog. So if the terminal server clients are required to have permissions granted for every application they run, then this needs to be added.

Workaround

If an ArcEngine license is available, authorize the license on the machine that must have editing capabilities. This is only a temporary workaround and available if the following licenses are available. (Note: Not all features are listed that normally come in the package.)Features:ArcGIS Engine RuntimeGeodatabase EngineSchematics EngineThis should allow the Schematics Data Editor to proceed.
