When running a ModelBuilder tool in ArcGIS Pro that includes the 'Excel to Table' geoprocessing tool, the 'Row to Use as Field Names' parameter cannot be modified from its default value.

This issue is addressed in ArcGIS Pro 3.6_58768.Workaround
This issue is persistent within the newest version of ArcGIS Pro, so for users that want to run their model as a tool, downgrade to a previous version of ArcGIS Pro (ex. 3.3.x).
- This applies to users that would like to schedule their model to run at certain times or intervals.
For other users who are not in need of running their model specifically as a tool, run the model through the ModelBuilder window. The issue does not persist when the model is ran this way.
