When records are deleted and reinserted with identical geometries but different attribute values, pop-ups in ArcGIS Online Map Viewer stop functioning.

The features queried on the map are cached in the browser and do not show up until the map or the layer is refreshed. Configure the automatic refresh interval for the layer in ArcGIS Online Map Viewer. This is set to 1 minute by default, but the interval can be set as low as 0.5 minutes (30 seconds) for hosted feature layers.
