When publishing vector tiles to ArcGIS Online using ArcGIS Pro 2.2, certain labels are misplaced and locked to features on the map, producing a different map when published in ArcGIS Pro 2.1.

Workaround

Publishing from ArcGIS Pro 2.2 (or ArcGIS Pro 2.1.x), produces the map according to user's designation (Region labels not attached to islands, for instance)
