When publishing scene layers with the ExteriorShell overview layer to the ArcGIS Enterprise portal, the ExteriorShell layer is listed in front of all sublayers in the scene layer's legend and BuildingExplorer widget.

This issue is addressed in ArcGIS Pro 3.4.Workaround
Publish with the cache location set to be local, or publish the raster files directly without running through the geoprocessing tool in ArcGIS Pro. This can be done by adding the raster files to a scene directly, then publishing them as a web layer.
