Bug
When publishing or overwriting a service to ArcGIS 10.3 for Server or ArcGIS 10.3.1 for Server, the publishing process sometimes report the following error: "Reduced study area polygon is too small for analysis."

Additional Information
The PE (Kevin Hibma) and Developer (Monica Joseph) tried reproducing it on both 10.4 and 10.3.1 with the repro steps and were unable to reproduce it. Need more detailed information for setup or a VM machine with a consistent repro case.Steps to Reproduce
