Additional Information

When publishing symbology, especially marker symbols with specific changes like offsets in a web map, uncheck the option 'use symbols compatible with all clients'. This publishes the vector symbol and does not downgrade it to a simple version that is supported in older clients like Map Viewer Classic and ArcGIS Web AppBuilder.

Workaround

When creating the multilayer symbol in ArcGIS Pro, add transparent versions of each visible symbol layer with opposite values for offset or position. For example, if a visible layer has an X offset of 3 and a Y offset of -7 then a transparent layer has to be created with the offset of X set to -3 and the offset of Y set to 7. 

Note: If any of the visible symbol layers have a rotation, the transparent layers must reflect it as well.
