When publishing from ArcGIS Pro 2.8.3 to ArcGIS Image Server 10.9, ArcGIS Server folders are not visible in the Publish Image Server window.

Workaround

Publish the ImageServer layer using an earlier version of ArcGIS Pro such as ArcGIS Pro 2.6.0. This version is confirmed to still work with ArcGIS Image Server 10.9.1.
