Bug
When publishing an INSPIRE download service in 'as-is' mode, if users tick the 'as-is' box and publish at the same time, the checkbox sometimes does not stay ticked after the service is published. This is a known limitation.

The checkbox will stay ticked if the designated workflow is followed. During initial publication, both ArcGIS Server and ArcGIS for Inspire will try to update the configuration; this might cause issues depending on which process is updating it. Publish the service first, then edit the ArcGIS for Inspire properties.Workaround
This is a known limitation. Tick the checkbox after the service has been published and the checkbox will stay ticked. Steps have been provided in the documentation.Steps to Reproduce
