When publishing a web layer from ArcGIS Pro, if the feature symbology is rotated based on a field, Explorer for ArcGIS does not show the rotation unless the item is selected.

Workaround

After publishing from ArcGIS Pro, manually change the rotate symbols to use the appropriate field and not the expression.
