When publishing a web layer from ArcGIS Pro, if the feature symbology is rotated based on a field, ArcGIS Explorer does not show the rotation unless the item is selected.

Workaround

After publishing from ArcGIS Pro, change the rotate symbols manually to use the appropriate field instead of the expression.
