This issue is addressed in ArcGIS Pro 2.9.11, 3.1.4 and 3.2.

Workaround

  1. Remove all attribute rules.
  2. Hide certain fields.
  3. Publish a feature service.
  4. Reimport the attribute rules.
  5. Restart the service.
