When publishing a service definition file without specifying a server connection, there is no output directory specified and thus, the supportedImageReturnTypes property must be MIME only as specified in the documentation however the supportedImageReturnTypes property is URL.

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
