When publishing a selected layer as a tile layer from ArcGIS Pro, the tiles are empty if the layer's visibility is toggled off in the Contents pane.

Additional Information

When publishing a tile layer, the layers must be visible for the caching process to create tiles and ensure the layers are checked in the Contents pane.
