When publishing a new image service using the 'Using an existing cache' option, the cache is not found even though it exists in the server’s registered cache directories.

This issue is not reproducible in ArcGIS Enterprise 11.1.Workaround
- Move the cache out of a folder within the ArcGIS cache directory and source the existing cache from the site (root) level.
- Publish the image layer using the 'Using tiles from a new cache' option.
