When publishing a layer from ArcGIS Pro to ArcGIS Online that has default values set on at least one field and there are existing features, the default values do not display in the ArcGIS Field Maps web app smart form templates.

Workaround

Ensure all layers in the feature layer are added to the feature templates. Do not publish a layer from ArcGIS Pro that contains default values in fields, or alternatively, publish the data without any existing features.

Export a file geodatabase (FGDB) in ArcGIS Online from the hosted feature layer containing these default values setup and then publish a new hosted feature layer copy from this FGDB. This copy does not exhibit the behavior. Note that this is a distinct layer and does not have a service definition; the layer cannot be overwritten from ArcGIS Pro like the original layer.
