Additional Information
When creating a related tile layer from a hosted service, change tracking is automatically enabled on the hosted service (to keep the tile layer in sync with the feature service). Refer this documentation for more info: https://doc.arcgis.com/en/arcgis-online/manage-data/publish-tiles-from-features.htm. When the change tracking is enabled on a service, the Update Data workflow only supports inserting new features. Disable change tracking from the Settings panel to see the option to overwrite the feature layer again from the Update Data menu.
