When publishing a hosted feature layer to a federated Portal for ArcGIS 10.4.1 environment and selecting to share the item to specific Portal for ArcGIS groups using the Service Editor dialog box, the specified sharing settings fail to be honored by the portal organization.

Workaround

Publish the item to the portal user's My Content only, then update the sharing settings to the desired group(s) from the portal organization.
