This documentation notes that support for curves was added at Arcade version 1.25: https://developers.arcgis.com/arcade/guide/types/#geometry Looking at the Arcade version matrix, version 1.25 was implemented at ArcGIS Enterprise 11.3: https://developers.arcgis.com/arcade/guide/version-matrix/
