Bug
When producing a staged service using the Stage Service (Server) tool or a Python command line (D:\Program Files\ArcGIS\Pro\bin\Python\envs\arcgispro-py3\python.exe) outside of ArcGIS Pro or through a standalone script, a 999999 error message may be returned.

This issue is not reproducible with the current version of the software. If the issue persists, contact Esri Support.Workaround
Log in to the portal with arcpy.SignInToPortal, then create the service definition draft (.sddraft) file using arcpy.CreateGPSDDraft in a Python window.
