When printing a map with a polygon layer that is using the Counts and Amounts (Size) symbology, the layer is on top of all the other layers.

Additional Information
This is a limitation in ArcGIS Pro's print service. The issue will be fixed when ArcGIS Online updates the print service.Workaround
- The Counts and Amounts (Color) symbology can be used for polygons instead to represent a count for a field when printing is necessary.
