Additional Information
Using 'print to PDF' functionality relies on the target print driver converting ArcGIS Pro's vector output into its native format. That conversion is depending on the implementation of that printer driver. The workaround of 'Print as Image' means that the data is already converted into an image, so it makes the process much faster. The speed at which BlueBeam is capable of converting print output from ArcGIS Pro is not controlled by ArcGIS Pro directly - that is up to the BlueBeam developer team. As such the reported behavior is considered As Designed, and any future reports of this issue must be addressed to BlueBeam.
Workaround
• Utilize Export Layout to PDF.
• Use Bluebeam PDF, and check the 'print as image' option.
