Workaround

Case 2: seems like the user is hitting a bug in our classic drawing pipeline. The workarounds are:(a) move the polyline graphic-layer (titled 'GraphicsLayer335') on top of the point graphic-layer in "operationalLayers" array. So, that the point layer will draw on top of the polyline layer. Please see the json below.
