This behavior is not reproducible in the current version of Google Chrome.Workaround
- Upgrade to Google Chrome 71 or higher. This is not reproducible in the latest version of Google (Chrome 72) and is not reproducible in Google (Chrome 71), according to the Geonet post: https://community.esri.com/message/815958-re-polygon-feature-layer-not-rendering-properly-in-chrome-70-version
- Access the web maps or apps through Internet Explorer.
