When overwriting a referenced feature service using a different Administrator account, newly added layers are displayed in the map service but do not show up in the feature service in the ArcGIS Enterprise portal.

This issue is fixed in ArcGIS Pro 3.6.

Workaround

Add the feature service using the URL in Map Viewer.
