When opening the Add Rasters To Mosaic Dataset tool from the Catalog pane, the processing templates are unavailable after viewing the Environments tab.

This issue is addressed in ArcGIS Pro 3.8.Workaround
Open the Add Rasters To Mosaic Dataset tool directly from the Geoprocessing pane. The processing templates are available after navigating to and from the Environments tab.
