When not signed in to ArcGIS Online, the basemap language in ArcMap follows the IP address region instead of the culture parameter that is specified in the desktop.

This is an expected behavior and a known limitation. It is suggested that ArcMap (not basemaps or the ArcGIS Online side) needs to include a region parameter to override the IP address check when anonymous.Workaround
Sign in to ArcGIS Online in ArcMap.
