When NITF (.ntf) rasters are added, the error message "External component has thrown an exception." is returned when the Windows regional format settings is set to Czech(Czechia).

This issue is addressed in ArcGIS Pro 3.2.

Workaround

Change the decimal symbol to point (.) or change region format to English.
