When multiple values are highlighted in the Symbology pane, dragging and dropping the values to move the group moves only one value.

Additional Information

This is standard Windows Presentation Foundation (WPF) behavior. Drag and drop works only on the selected rows.

Workaround

Use the arrows instead of the drag and drop operation to move groups of values.
